Gurugram property registration PAN check: 8 steps for buyers
A newspaper report says one fictitious PAN appeared in nearly 25,000 property registrations at Badshahpur tehsil over two years. The report raises a serious verification issue, but it does not by itself cancel every affected deed. Buyers should match identity, deed and tax records before payment.
What has been reported at Badshahpur tehsil
The Times of India reported on 9 October 2026 that an Income Tax survey at the Badshahpur tehsil office found a single fictitious PAN recorded against nearly 25,000 property registrations during the previous two years. The report describes the pattern as a potential route for keeping high-value transactions outside normal tax reporting. Haryana Realty Hub did not find a publicly linked final investigation order identifying each deed or deciding its legal effect at the time of publication. The figure and allegation should therefore be attributed to the report, not treated as a final parcel-by-parcel finding.
A reported PAN mismatch is not a substitute for checking the deed
A PAN field is part of the transaction and tax trail, while ownership depends on the complete registered instrument, the parties, property description, consideration and subsequent land or municipal record. The reported use of a fictitious PAN is serious, but buyers should not assume that every registration mentioned in the report is automatically void—or that an apparently registered deed is automatically safe. The exact deed and the identities recorded in it must be examined independently.
Verify the seller's PAN before signing or transferring money
The Income Tax Department provides a pre-login Verify PAN Status service. It can confirm whether a PAN is active and whether the name and date-of-birth details match the department's database. Ask the seller for the PAN used for the transaction, verify it through the official service, and ensure the verified name matches the title documents, bank account, draft deed and identity proof. A broker's screenshot or a PAN written only in a message is not adequate evidence.
Match every identity field in the draft sale deed
Compare the seller's full legal name, parent or spouse name, address, PAN, identity document, ownership share and signature with the existing registered deed and current record. Where there are joint owners, a company, power-of-attorney holder, legal heirs or a non-resident seller, obtain the additional authority and tax documents relevant to that structure. Correct every mismatch before execution; do not rely on a promise that the registry operator will fix it later.
Use the current official property-TDS workflow
The Income Tax Department's current guidance places TDS on transfer of immovable property in Schedule B of Form 141, describing it as the transaction previously reported through Form 26QB. The portal requires PAN-based buyer and seller details and property information. The applicable provision, threshold, rate and form can depend on the transaction date, stamp-duty value, seller's residential status and nature of land. Buyers should use the live official workflow and obtain transaction-specific tax advice instead of copying an old form or treating registration as proof that TDS compliance is complete.
Preserve one reconciled payment and tax file
Keep the agreement, final registered deed, seller PAN verification result, payment schedule, bank proofs, tax challan or acknowledgement, certificate where applicable, stamp-duty receipt and registration receipt in one file. The names, PANs, ownership shares, consideration and property description should reconcile across those records. Cash, third-party accounts and unexplained split payments make the trail harder to establish and should be treated as warning signs.
Check the Haryana property record after registration
Use the official Haryana Jamabandi portal and the relevant urban or authority record to confirm that the deed and subsequent ownership entry refer to the correct parcel, seller and buyer. Match the deed number, registration date, tehsil, village or sector, khasra or plot number, area and boundaries. Mutation or an online entry is an important follow-up record, but it does not cure a false identity, defective title or tax mismatch in the underlying transaction.
Eight checks before paying a Gurugram property token
First, obtain the seller's complete title chain. Second, verify the seller's PAN on the Income Tax portal. Third, match the verified name with identity and bank details. Fourth, compare every owner and ownership share in the draft deed. Fifth, match the property description with Jamabandi or the applicable urban record. Sixth, calculate stamp valuation and property TDS through the current official process. Seventh, pay only through traceable accounts belonging to the entitled parties. Eighth, have an independent property lawyer and tax professional review the final draft before a non-refundable token or registration appointment.
