Panchkula HSVP enhancement dues: 130 plots remain in settlement exercise

A 30 September report says 130 Panchkula plots remain in HSVP's 2026 enhancement-dues settlement exercise. Eligible allottees have until 31 December to check their plot-specific calculation and decide whether to settle.

Panchkula's remaining cases bring the settlement window into focus

A Times of India report published on 30 September 2026 says Haryana Shehri Vikas Pradhikaran (HSVP) initially identified 147 Panchkula plots under its Vivadon Se Samadhan Scheme 2026. It reports that five allottees have used the scheme and 12 plots were removed from the list for different reasons, leaving 130 identified cases. These are reported Panchkula figures; they should not be confused with the statewide eligibility and relief totals announced by Haryana in September.

What enhancement dues are

Enhancement is an additional price demanded from an allottee after compensation for acquired land is increased. The 2026 scheme offers eligible defaulting allottees a route to settle long-running disputes over that demand. The Haryana Government said on 11 September that approximately 4,414 eligible allottees across 103 sectors could receive aggregate relief of more than ₹724 crore. That statewide figure is a total estimate, not a flat discount or a payment promised to each Panchkula plot holder.

The deadline is 31 December 2026

The government's current release fixes 31 December 2026 as the last date for taking the scheme benefit. The date matters to both existing allottees and people buying an HSVP resale plot: a pending enhancement demand may change the property's effective purchase cost. An allottee should check the exact Plot ID now and preserve the calculation, payment receipt and updated account statement. A resale buyer should establish in writing whether the seller will clear the dues before transfer or whether the price reflects a documented balance.

Eligibility and relief depend on the exact HSVP account

The official scheme portal says it is aimed at defaulting allottees with outstanding additional price, interest or delayed interest. Haryana's announcement identifies residential plots, group-housing sites, institutional plots and industrial plots as possible categories. The portal FAQ sets further conditions and excludes people who already took specified earlier settlement benefits. Its published FAQ also says separate terms will be issued for certain floor-wise registered residential properties. A property type alone therefore cannot establish eligibility; the Plot ID and current portal record are essential.

How an allottee can check the calculation

Open HSVP's dedicated Vivadon Se Samadhan portal and use the allotment's Plot ID and password. The portal FAQ says registration generates a comparative report showing the amount payable before and after the scheme, the interest calculation and a payment option. Inspect the demand head, principal, interest, rebate and final amount rather than relying on an advertised percentage. If a figure or plot identity appears wrong, take the allotment documents and portal statement to the relevant HSVP Estate Office before paying.

Five checks for someone purchasing an HSVP resale property

Ask the seller for the current HSVP ledger and every enhancement-demand notice; match the Plot ID, sector, area and allottee name to the sale documents; check whether earlier settlement benefits were used; obtain the scheme calculation or a written no-dues position; and make the sale agreement specify who bears any outstanding or later-confirmed enhancement amount. Also verify title, transfer permission, mortgage release and possession separately. A lower asking price does not by itself show that the demand has been resolved.

What happens if an eligible account remains unpaid

The Haryana Government's 11 September release warns that allottees who do not settle outstanding dues within the scheme period may face resumption action under applicable rules and legal provisions. That is a stated enforcement risk, not a statement that all 130 Panchkula plots are being resumed. The reported count may change as accounts are paid or corrected. Owners and buyers should use the live HSVP record for the particular plot rather than treat today's count as a permanent list.
