HSVP notices in Gurugram: 500 homes flagged—what owners and buyers must check

Around 500 homeowners across HSVP sectors 1–57 have reportedly received notices over commercial use of residential premises or building-plan violations. The enforcement sequence can progress from a reply and hearing to restoration directions, cancellation of occupation certificates, utility-disconnection requests and, in persistent cases, plot resumption.

The reported action covers HSVP sectors 1 to 57

A report updated on 6 October 2026 says Haryana Shehri Vikas Pradhikaran estate offices have issued notices to around 500 homeowners in Gurugram for alleged commercial activity from residential premises or departures from sanctioned building plans. HSVP sectors 1–23 fall under Estate Office 1, while sectors 24–57 fall under Estate Office 2. The figure is a reported running count, not a finding that every property in these sectors is in violation.

Estate Office 1 accounts for at least 189 reported cases

According to the report, Estate Office 1 issued around 100 initial notices under Section 17(3), while another 34 cases had reached the Section 17(4) stage involving a hearing and directions to restore the property to its sanctioned plan and prescribed use. A further 55 owners of under-construction houses reportedly received notices for building-plan or building-regulation violations. These categories should not be added to the citywide total without checking overlap, but they show that HSVP is examining both use and construction.

Between 350 and 400 notices were reported in sectors 24–57

For Estate Office 2, a senior official was reported as saying that approximately 350–400 homeowners had received commercial-use notices as of about 15 days before publication. Surveys were continuing, so the count may change. Owners should rely on the notice served on their specific plot, its cited provision, inspection record and sanctioned plan—not on the approximate citywide figure.

A notice is not the same as immediate resumption

The reported HSVP process begins with a Section 17(3) notice and time to respond. If the reply is considered unsatisfactory, a Section 17(4) notice and opportunity of hearing may follow, along with directions to restore the property. Continued non-compliance can reportedly lead to cancellation of the occupation certificate, requests to disconnect water, sewerage and electricity, and ultimately resumption proceedings. Estate Office 1 records cited in the report show earlier resumption proceedings in roughly four or five persistent cases.

Limited professional consultancy may be possible only with written permission

The official Haryana Building Code distinguishes residential and commercial buildings. For plotted residential buildings outside core areas, it states that up to 25% of the built-up area or 50 square metres, whichever is less, may be used for specified non-nuisance professional consultancy services only after written permission from the competent authority and payment of the prescribed fee. This is not a general licence to operate any shop, office, clinic, warehouse, paying guest facility or other business from a residential plot.

HSVP monitors residential commercial activity as a standing enforcement function

HSVP's official Enforcement Wing page says head office monitors closure of commercial activities in residential houses across its urban estates through monthly reports from zonal administrators and estate officers. The reporting format tracks sectors where commercial activity is found, houses involved, houses resumed, activities closed and cases under litigation. The current Gurugram drive should therefore be understood as part of an established enforcement system, not merely a one-day inspection campaign.

What an owner should do after receiving a notice

Do not ignore the deadline or remove the notice from the property without preserving a copy. Obtain the allotment and conveyance documents, sanctioned building plan, occupation certificate, zoning plan, property-use approvals and photographs of the present use. Ask an independent planning professional or property lawyer to compare the allegation with the approved record. Submit a factual reply through the stated channel, attend the hearing and document any restoration completed. HSVP's OBPAS portal can be used to track building-plan and occupation-certificate applications.

Seven checks before buying or renting an HSVP house

Match the plot number to the sanctioned plan and occupation certificate; inspect every floor and basement; ask whether any business, clinic, office, PG, warehouse or institutional activity has operated there; obtain copies of all HSVP, MCG and utility notices; verify that additions and subdivisions appear in the approved plan; confirm any professional-use permission in writing; and place notice-free possession and disclosure obligations in the agreement. A broker's statement that commercial use is common in the street is not a compliance certificate.

What Haryana Realty Hub will track next

The report links the accelerated exercise to a Supreme Court direction requiring authorities to act under their applicable laws and submit compliance by 23 November. The next useful evidence will be official compliance figures showing replies accepted, activities closed, occupation certificates cancelled and plots moved into resumption proceedings. Until those figures are published, owners and buyers should treat the 500 figure as the reported scale of notices—not the number of final adverse orders.
